You’ll no doubt remember John Mitchell, the man who took out after J.D. and Cathy Harris both for “noise” at Art around Town, and for “destroying” park land.

Get rid of the CAPC tax on retail, and make up for it by increasing business license fees
Increase business license fees $100-$250 per year for most businesses and let businesses pass the additional cost through by adding a nickel to the cost of an item
